Seen, not identified
A map built from public cameras runs straight at a line most surveillance quietly crosses: the difference between knowing something is there and knowing who it is. Thyseus is built to stop on the near side of that line on purpose. It counts the car and places the person, and it never learns a face or a plate — not because it can't reach them, but because the reach is exactly the thing we designed out. The blind spot is the feature.
